Waterford City Council
The Waterford City Hall is located at 320 E Street behind the Police Station. Located next door to the City Hall / Police Sub-station is the Waterford branch of the Stanislaus County Library. Across from City Hall / Police is the Stanislaus Consolidated Fire Station.
The City Council Chambers are located at 540 C Street.
City Council
The City of Waterford was organized as a General Law City in 1969. The City operates under the Council-Manager form of government with the City Council members elected at large for 4-year terms and the Mayor elected for a 2-year term. The City Manager is appointed by and serves under the direction of the Waterford City Council. The City Council is the legislative body of the City and is directly responsible to the electorate with respect to the establishment of policies relating to City operations and finances. Members of the Council also serve as the Governing Board for the City's Redevelopment Agency.

Planning Commission
The City's five Planning Commission are appointed by the City Council for 2-year terms. The Planning Commission serves to promote orderly growth in the City through implementation of the City's General Plan, various specific plans, zoning, subdivision and other codes and regulations. The Planning Commission is responsible for review, consideration and action on most type of land use and development proposals submitted to the City.
Planning Commission meets on the 4th Tuesday of every month at 540 C Street, 6:30 pm.

Parks and Recreation Commission
The Parks and Recreation Commission is an advisory body to the City Council on parks and recreation issues and oversees the provision and utilization of the City's recreation facilities and activities.
Parks and Recreation Commission meets on the 2nd Tuesday of each month at 540 C Street, 6:30 pm.
